MARIA CYNTHIA ROSE BANZON BAUTISTA is a Professor in the Department of Sociology in the University of the Philippines, Diliman, Quezon City and previously served as the Dean of the College of the Social Sciences and Philosophy of the same University. ALEX B. BRILLANTES, JR. is the Dean of the National College of Public Administration and Governance (NCPAG) of the University of the Philippines, Diliman, Quezon City. Previously, he was the Director of the Local and Regional Governance of the NCPAG. He holds both Ph.D. and Master's degree (Political Science) from the University of Hawaii. YASMIN BUSRAN-LAO is the Executive Director of the Al-Mujadilah Development Foundation, Inc., based at Marawi City, Lanao del Sur. She is also the Muslim Women Sectoral Council Representative of the National Anti-Poverty Commission. She received her Bachelor's degree (Psychology) from the Far Eastern University and acquired her Mastered units in the field of Psychology, Muslim Personal Laws and Islamic Studies. EMMANUEL S. DE DIOS is the Amado V. Hernandez Professor in the Department of Economics in the University of the Philippines School of Economics, Diliman, Quezon City. He is also a Research Fellow of Pulse Asia, Inc. and currently the Secretary of the Human Development Network, Inc. He both holds his Ph.D. and Master's degree (Economics) from the University of the Philippines, Diliman, Quezon City and holds his post-graduate fellowship from the Universität Konstanz, Germany. MIRIAM CORONEL FERRER is an Associate Professor in the Department of Political Science in the University of the Philippines, Diliman, Quezon City, at the same time, a convener of the Program on Peace, Democratization and Human Rights of the University of the Philippines Center for Integrative and Development Studies. GEOFFREY M. DUCANES is a consultant at the Asian Development Bank (ADB). Previously, he assisted in the preparation of one of the background papers for the 2003 Global Human Development Report, co-authored the 2002 Philippine Human Development Report and was the Research Associate of the Human Development Network. MARIDES V. GARDIOLA is currently the Resource Development Associate for the Community Organizers' Multiversity. She has twenty one (21) years of extensive experience in human resource development through community organizing and community development work, institutional capacity building, program management, training and consultancy, and networking at the local, national and regional level. CAROLINA G. HERNANDEZ is a Professor in the Political Science Department in the University of the Philippines. She is also the Founding President of the Institute for Strategic and Development Studies (ISDS Philippines), Inc. She is also currently a member of the Council of the International Institute for Strategic Studies (IISS) based in London and the International Advisory Panel of the Graduate School of Government of the University of Sydney. She holds a Ph.D. (Political Science) from the State University of New York at Buffalo and a Master's degree (International Relations) from the University of Karachi. ROSEMARIE G. EDILLON is presently the Vice President and Executive Director of the Asia-Pacific Policy Center (APPC). Her primary research interests include poverty, inequality, and other policy and investment options for poverty reduction and rural development. JOSE VICTOR E. LOBRIGO is currently the Chairman of the Board of the Social Action Center, Diocese of Legazpi (SAC-Legazpi) Philippines, in-charge of its Research Unit, and also the Roman Catholic priest of the Diocese of Legazpi. He received his Master's degree from the University of Ateneo, Quezon City and from the Institute of Social Studies in The Hague, Netherlands in Pastoral Ministry and Development Studies, respectively. TOBY MELISSA C. MONSOD is a Ph.D. candidate (Economics), holds a Master's degree (Development Economics) from the University of the Philippines, Diliman, Quezon City and currently a Policy and Planning Specialist of the Civil Service Commission. She had written several research and publications on poverty and social reform, housing/urban sector, gender and development and made several manuals for parish-based youth program.
