Arsenio M. Balisacan is the Director of the Southeast Asian Regional Center for Graduate Study and Research in Agriculture (SEARCA) and a Professor of Economics at the School of Economics, University of the Philippines. He is also the Chairman of the Board of Advisors of the Asian Institute of Management – Mirant Center for Bridging Social Divides. He is Founding Secretary-General of the Asia-Pacific Agriculture Policy Forum. He also served as Undersecretary for Policy, Planning and Research for the Department of Agriculture in 2001 and 2003.
His research interests include agriculture and rural development, growth and poverty. He obtained his bachelor’s degree in Agriculture, magna cum laude, from Mariano Marcos State University. He holds a master’s degree in Agricultural Economics from University of the Philippines in Los Baños, and a Ph.D. in Economics from the University of Hawaii.
